I need assistance on how to create a download link any time I upload videos on my blogspot web site

Hi..
You can get your video download link by hovering your mouse over the video embed, right click, then select video source. OR click HTML mode and find the video url at the video src attribute.
You wil also need to add a download="true" OR download="download" attribute at your link to help web browsers detects this. Works in most modern web browsers, but less support for iOS and IE. Does not work for FF if the file on another domain.

Be aware some servers will prevent download like this, you may need to find servers to allow this download feature.

Another option is to use Google Drive and upload your videos theres.
Once uploaded click the Share button and grab the unique URL.
Then use this URL at your link to share at your blog posts.
Not sure it will work but you can test this out too.

Sorry Youtube servers does not allow direct downloads which is the reasons I mentioned for you to find altenative host/server to upload your video files to allow for downloads.
Direct video downloads is against Youtube T&C.
