I just now installed the latest version of Garmin Express on Windows 10 1903--no problems. You might want to download and install the free version of Revo Uninstaller and use it to uninstall the present installation. It does a more thorough job of ridding the registry of left-behind entries that might be the cause of your troubles.

Something is blocking the installation in windows 10.. says it's installed but will not run the app...

Does that install include anything you have to plug in, such as a GPS? If so, you might check the port configuration for that device.
